Set up staging / dev server (limit access)

Currently, we have no location to be able to test any large scale changes we make and their impact in deployment. We do have docker containers which can be used however that is for smaller scale testing, whenever we want to do realistic environment testing (or do user tests), we need a simple live environment that we can redirect individuals to.

This likely will require creating a new app registration and accordingly adjusting the permissions for the system.

I assigned anyone associated with wanting to learn Docker / Kubernetes since this will require a bit of work releasing pods, modifying the CI pipeline, adding new A records (there is a nice automation I have 😄 )
