We want Keycloak to produce traces so we can have a "full picture" view of our flows that include Keycloak interaction.
Check if we want to make this configurable / if we need to define a capture percentage.
OTLP requires 26.1+ version, we're currently using 26.7.0 but a 26.7.2 is available, I would bump the patch version as part of this story too.
