Clarify modelling of parallel concessions (ResponsibilitySet, AuthorityRef and OperatorRef)

While reviewing the modelling of lines operated under a parallel concession, it is unclear how responsibilities should be represented. The NeTEx model allows multiple ResponsibilityRoleAssignments within a ResponsibilitySet. Therefore, multiple organisations could potentially be assigned to the same role type (e.g. multiple entityLegalOwnership or operation assignments). At the same time, Line also provides AuthorityRef and OperatorRef references.

Questions

Please clarify the recommended modelling approach for a line that is associated with multiple authorities and/or multiple operators.

In particular:

• Should multiple authorities be represented through multiple entityLegalOwnership assignments in a ResponsibilitySet?
• Should multiple operators be represented through multiple operation assignments in a ResponsibilitySet?
• Should multiple AuthorityRef and OperatorRef elements be used on the Line?
• Which approach is considered normative and preferred?
• How should a line with a parallel concession be represented?

Please add documentation and an example covering a parallel concession and other mixing operator resp. authority scenarios and explaining the intended use of:

• ResponsibilitySet
• ResponsibilityRoleAssignment
• AuthorityRef

This problem can partly be solved by the concept of a Subline of the SLNID. But as far as I understood the sublines are split up if two differents concession holder are present. This is not always the case since PosTAuto could be the holder and 2 Operators are operating a line.

How should the line object be modelled?

If there are sublines, then the Lines should be split into mulitple lines. a GroupOfline then tells what is what. The main Line must exist as well, but it has not journeys of its own.

So my suggestion in that case is.

we could add: additionalOperators (Bla)
