The NeTEx model allows multiple ResponsibilityRoleAssignments within a ResponsibilitySet. Therefore, multiple organisations could potentially be assigned to the same role type (e.g. multiple entityLegalOwnership or operation assignments). At the same time, Line also provides AuthorityRef and OperatorRef references.
