Consider switching order of figures and tables docs

This would involve:

• Switching 09_figures.qmd --> 08_figures.qmd; 08_tables.qmd --> 09_tables.qmd (and analogous figures/tables docs for other report types)
• Testing how the switch might cause issues for user with existing figures and tables docs
• Clearly communicating the change to users (e.g., make announcement)

The reason is that Figures comes before Tables in the default TOC.

I think we should switch the order of the existing figures and tables documents. As we know, Figures comes before Tables in the default TOC. The longer we wait, the more issues could arise. I believe that changing asar to make new reports with the new setup will be straightforward. For existing reports that need updating, we could even develop the capability to rename files so that they're in the new order. In any case, we'd have to communicate these changes through announcements and perhaps messages in create_template()/other areas.
