Subject: [PATCH] fix: export getMergeBase from package root

getMergeBase was imported and used internally by summarizeGitDiffWithUsage
to resolve fromMergeBase, but missing from the top-level export list —
consumers building their own from-ref resolution around --from-merge-base
had no way to call it directly.
