Standards to adhere to for files/folders

• Kebap case
• Lowercase only
• Digits should be avoided
• Warnings for long names
• Nesting files deeper than two levels e.g. /folder1/folder2/file.qmd is acceptable, but no deeper

Checker should only check newly added/renamed files if possible (although I don't think this is a huge concern)

Also, should have a .filenameignore or similar file for overrides

Baseline approach:

1. list all files in project
2. remove from the list any files/folders in the .*ignore
3. locate all qmd/rmd/rmarkdown/html files in the filtered down list
4. perform checks listed in comment above on all files
5. error after checking files if any file fails any check, and generate a report Issue indicating the failure + possible remedies
