[JENKINS-62729] the legend name of plot plugin was shown abnormally.

1. Here was the contents in csv file(Data series file) as below.

3. I configured the configuration of project in Jenkins as below.

5. After build, the plot was shown. The orighinal csv could be shown as normal, but the legend name of plot was shown abnormally at the bottom in below picture. It couldn't show Chinese(Simplified) normally .
