Incorrect hash value when DirHash.ini file name is lower case .

I found that when computing blake3 hash using windows 10 64 bit and doublecmd64, that the value was different to DirHash's value if DirHash.ini was lower case (dirhash.ini). This was unexpected as windows file names are generally case insensitive.
