Because https://github.com/rust-onig/rust-onig does not publish new releases on crates.io.
We have to avoid build error by explicitly specifing revision here 82779d5

If rust-onig is not actively updated, we will consider creating fork of rust-onig and publish it with appropriate manner stated below.
