test(v10/e2e): Backport CI fixes for cloudflare and sveltekit-3 e2e tests (#25102)

Backports the test-only fixes from `develop` that `v10` is missing, so
CI on `v10` PRs (e.g. #25101) goes green again. `develop` passes all of
these jobs.

- #24345: `cloudflare-agent` installs `agents@latest` but pins
`@cloudflare/ai-chat` to `^0.10.0`. The two drifted apart and the app no
longer builds (`MISSING_EXPORT` from `agents`), so `ai-chat` follows
`latest` too.
- #23150: skips the flaky `cloudflare-workers` V8 memory tests, the same
as on `develop`. The Durable Object memory test fails on `v10` itself.
- #25009 (test app only): `sveltekit-3` used the `next` dist-tag, which
still points at `@sveltejs/kit@3.0.0-next.32` now that 3.0.1 is stable.
It now uses the stable 3.x releases, as on `develop`. I left out the
`@sentry/sveltekit` peer range change and kept the app optional, so this
PR only touches tests.
