Business value improvements #527

Hi!
It would be nice to hide the area of business values when there are non, and potentially add a little help thing when you hover the buttons (important issues and business values).
Something like?
Subsets of issues that might be relevant to you.
Grouped issues that contribute to one functional item.
And instead of two checkboxes, perhaps it could be a toggle beween the two?
If there are no business values, only display the issues. Else allow uses to change the 'view'.
