[Project Support]: ClangSharp, LLVMSharp, and TerraFX sign client-id isn't setup for OIDC

Description

Tried upgrading to the latest sign-tool version following what's specified in https://github.com/dotnet/sign and am getting an error that the client-id has no configured federated identity credentials and can't use OIDC so the azure/login doesn't work: https://github.com/dotnet/ClangSharp/actions/runs/17025857524/job/48261272577

I'm guessing that the ServicePrincipal just isn't configured like it should be. -- If we need to use a different auth type, then having that documented would be beneficial

The same issue exists for:

Mid September 2025, but earlier is better. Trying to prep new releases to coincide with .NET 10 RC1

Looks like all 3 repos will need to be added to the oauth credentials @ChrisSfanos

Notably terrafx is an org and has several repos in it, all of which are part of the foundation. Most are interop binding libraries for core scenarios (and get used by things like Paint.NET, ComputeSharp, etc). But terrafx/terrafx is a regular project with various utility collections and other helper types including providing an xplat surface area over DirectX and Vulkan
