Everybody should be able to propose changes to individual annotations made by others. This could affect:
- Start time of annotation
- End time of annotation
- Category of annotation
- Severity of annotation
- Channel of annotation
These suggested changes would then have to be voted on and they would automatically take effect as soon as they have reached a certain threshold of (net) positive votes.
