It would be good to have a docs entry point where people can be directed to, get ready for tspends, configure stuff, learn how it works and what to expect, etc.
Existing resources to draw from:
- DCP-0006 is the main source of truth
- this super short howto was tweeted to prep stakeholders for the test tspend
- key facts written up in a simpler language for DJ May 2021, raw Markdown can be reused from here
As for placement, I think it should be a new page under Governance + a mention on the Overview page.
