Update the Terraform provider (ctrlplane-terraform-provider repo) to send and read minimumSoakTimeMinutes instead of minimumSockTimeMinutes for the environment progression policy rule.

- Switch the TF resource/data-source field to use
minimumSoakTimeMinutes
- Release a new provider version

This can only be done after #970 is merged and deployed, since the API must accept the new field name before the provider starts sending it.
