Env var/global state tests failing

Select tests, primarily related to environmental variables and global state, are currently failing. These have been temporarily disabled in aeb65bf.

Some discussed paths to resolution:

• Determine a fix for MultipleEnvGuard, or find another path forward. Sadly, running tests in parallel is not enough here.
• Possibly guarding for global context state?
