[BUG] kbcli stucks in `WAITING FOR ADDONS` even though addon list is empty

```bash
kbcli kb install  --version 1.0.0  --set autoInstalledAddons="{}" --create-namespace
```

Though no addon cr will be installed, as  value `autoInstalledAddons` list is empty,  kbcli will be in 
```
Wait for addons to be enabled
```
until wait time out.
