[integration][LiteLLM] Nova API as a 1P provider in LiteLLM

As a part of preparing for RIV we need to have Nova AI be listed as a 1P provider in Lite LLM provider list.
This will require you to go through the integrate as a model provider document --> https://docs.litellm.ai/docs/provider_registration/ and following the steps listed there.

Acceptance criteria:

• Nova AI is listed a provider in the providers list of LiteLLM --> https://docs.litellm.ai/docs/providers
• Nova Ai can be used as a model provider by following a tutorial in https://docs.litellm.ai/docs/providers/nova_ai
