docs(release): publish v0.9.0 evidence and next decision

Outcome

Record the released v0.9.0 evidence, limitations, and evidence-backed next product decision without overstating one consented case.

Scope

• Record the release tag, revision, assets, manifests, checksums, SBOM, supported-platform results, and package-size evidence.
• Link the workflow-parity result and preserve its private and sanitized reporting boundary.
• Document known limitations, rollback guidance, unresolved risks, and the exact achieved status level.
• Update the living roadmap to the next evidence-backed stage and close the v0.9 rollups only when their exits are satisfied.

Non-goals

• Product behavior changes.
• General validation claims from a single representative case.
• Starting later retrieval, provider-quality, or broader-pilot work.

Acceptance criteria

• The v0.9.0 release exists and its evidence is traceable to the exact released revision.
• Stage evidence and roadmap agree on status, measures, limitations, and next decision.
• eval(pilot): demonstrate parity with the proven manual CV workflow #75 and every executable v0.9 issue are closed or explicitly deferred with rationale before release: publish v0.9.0 application-grade CV workflow evidence #76 closes.
• Documentation checks and pnpm validate pass.
