Description of the bug
When checking for duplicate bags in AP Trust, all objects are return, whether active or deleted. This makes ReBACH perceive all objects as preserved even if an object has been deleted. The API should be filtered to return only active objects.
Steps To Reproduce
Run ReBACH on article_id 25413883 and observed lines in the logs that report duplicate bags. But the bag for 25413883 has been deleted in AP Trust.
