Insane GPU Usage

I'm on Windows 11
I have a Ryzen 5 5600X
I have a Radeon RX 7600
Running this program immediately spikes the 3D GPU usage to 96%
Why does this 2D program spike the 3D GPU usage to 96% on the main menu...???

Leaving the main menu, the GPU usage is still unacceptably high at 50%
Opening any kind of menu after opening a project raises the GPU usage to ~70%
