TAR reader is broken

Describe the bug

The current implementation of the TAR reader is broken, it has something to do with how we are using BinaryReader

To Reproduce

Create Tar File

Expected behavior

Read all files

first file loads fine, crashes on reading second file's size or name

I've tested a new version and it works in a console app, however, it does not work in cosmos for whatever reason, i will need to do further testing.
