Describe the bug
After upgrading to 2.2.1, I experienced a litany of unexpected issues, including the cyberpunk plugin deciding to redownload every mod I ever downloaded. The starfield plugin could no longer load mods or edits the plugins file.
To Reproduce
Install 2.2.1 and add the cyberpunk plugin. Install 2.2.1 on an existing Starfield instance.
Expected behavior
a forced upgrade should not crap on your entire vortex install. An update with this significant impact should have been optional, and users should have been encouraged to perform a clean install.

Additional context
I seem to have fixed the issue by completely deleting vortex and removing everything from %appdata%/vortex and performing a clean install. To fix the issues, it also required me to delete all of my installed mods.
