pass through，but kubevirt-gpu-device-plugin can't start

I use pass through mode,and have replaced the GPU card driver with vfio PCI, and enabled GPU and whitelist for kubevirt.But kubevirt-gpu-device-plugin can't start: no cuda-capable device is detected

What should I do?

kubevirt-gpu-device-plugin：1.2.1
kubernetes：1.20
kubevirt：0.46

Also, I still have a few confusions:

1. Is there any sequence requirement between enabling the whitelist on kubevirt and installing the device plugin?
2. Does docker on the node need to use nvidia container runtime?

What version of cuda are you using? Driver versions?
