Request Description

Add the JACC Julia package to E4S. JACC is a cross-platform abstraction layer for accelerator programming in Julia. It supports GPU backends from https://juliagpu.org including CUDA, ROCm, and oneAPI. Support for each GPU backend will need to be tested on each GPU backend.
