Investigate React v19 with SciReactUI

Currently SciReactUI is being run against v18 (April 2024) but the current version is 19.1 (March 2025).

We should investigate how easy this would be to include v19.

For context I've got a workaround that I'm currently using for grafting sci-react-ui atop smartem-frontend, but it's in-development and I import the UI Library from a locally built branch of sci-react-ui clone so I can pull in latest changes without waiting for a full npm release - this is fine while both projects are in development and both actively moving:

• feat: integrate sci-react-ui component library smartem-frontend#47

I'll do some research on how a more permanent and sustainable approach might look like and publish my findings for discussion
