Properties read from .phoebus highlighted as erroneous in properties view

@lcaouen , to follow up on #3661, I still get settings highlighted in the properties view:

To reproduce

• Launch Phoebus
• Open a display file in editor mode
• Close Phoebus
• Launch Phoebus and check preferences

Some of the highlighted settings I've found in both the .phoebus/memento file as well as in .phoebus/.userPrefs/org/csstudio/display/builder/editor/app/DisplayEditorInstance/prefs.xml.

I'm able to reproduce.
I don't think these extra settings come from my PR as I get them with old versions of Phoebus too but I'm gonna have a look to the code and try to find why they are added.
I should find some time this week to do it.

I've had a look to the problem.
First to precise, my PR didn't touch the way the settings are loaded.
The settings displayed were already displayed in the dialog box before the highlight except they were not in red.
The settings come from java.util.prefs.Preferences which loads them from settings.ini and also the .phoebus

Concerning the "extra settings", they come from EditorGui.saveDividerPreferences and DisplayEditor.saveCoords
It was added by this PR : #814

I don't think we can remove them.
The solution if you don't want to see them in red is to add this in your settings.ini :
org.phoebus.ui/excluded_packages_from_settings_check=eu.ess,fr.cea,org.bnl,org.csstudio.display.builder.editor.app.DisplayEditorInstance

If you want to avoid loading the settings from .memento you can also add -clean parameter when launching Phoebus.
