Scroll wheel click works, but scroll does not work

Scroll-click worked but the scrolling itself didn't work.
I tried powering on and off my mouse and the problem still remained.
I restarted mos app and scrolling worked well again.

Randomly happened.

Window scrolls when scrolled with mouse wheel.

Actual Behavior | 实际结果

Only scroll-click worked and the scroll did not.
