Create database dumps

@melkuo which data is missing? In the repo we've got rails db:seed which seeds a lot of data, we could also have it kick off the scraping jobs so it mimics production vs dumping the full db regularly.

The other issue is debugging production and running all the LLM calls again. I want people to be able to get started really quickly and it's nice to have real data to play with, it's more fun to not have to wait to reseed everything.

The database isn't really large at this point (at least for the outcomes tracking piece) so this seems doable, but maybe less so as we grow.
