Update Focus Area link from Participate and Get in Touch pages

If I'm on the home page (hackbaltimore.io) and click Focus Areas, I navigate to a page with the focus areas shown at the top, etc. If I'm on the Participate or Get in Touch pages, clicking Focus Areas doesn't navigate/do anything. Update link so navigation works consistently
