What is the problem that this feature solves?
Owned Numbers should reflect what phone numbers live on Accelerate Networks's 147L OCN, and we should programmatically route them to the server that has them built out as a destination.

This work isn't possible right now because we don't have an API to work against for finding out what numbers are assigned to the 147L OCN/SPID. Dan is working to choose a vendor that can handle ports and provide us with an API to get this info.
