Searching FBO for a notice with type 'Presolicitation' or no response date returns no results

q=FA8730-16-R-0021
(or one with notice_type is PRESOL, where the close_dt = null)

A workaround is to use show_closed=true.

I would expect Presolicitation notices to be included with open ones.
